INFORMATION REGARDING VIRTUAL MEETINGS and PUBLIC HEARINGS:
In accordance with 29 Del. C. Section 10006A, Public Hearings are being held as virtual meetings utilizing Zoom Webinar. Members of the public wishing to join any Land Use Board public hearing or other public meeting may do so by utilizing a link or phone number(s) and the appropriate meeting ID, which will be specified on the appropriate *Public Hearing/Meeting Agenda. Unless otherwise specified, the Multipurpose Room of the James H. Gilliam Building located at 67 Reads Way will also be accessible during scheduled hearing times for members of the public to attend virtual meetings in-person. Land Use Boards include, but are not limited to, the following:
- Board of Adjustment
- Historic Review Board
- License, Inspection and Review Board
- Planning Board
- Resource Protection Area Technical Advisory Committee (RPATAC)

Members of the public joining Zoom meetings will be provided an opportunity to make comments in real time. Comments will be administered by a moderator to ensure everyone has an opportunity to comment within the allowable time limits. You will not be able to speak until notified by the moderator. Please see the links in the previous paragraph for assistance with participation.

Information on "virtual" board hearings and public meetings for Land Use as part of New Castle County's COVID-19 Response.
The Board of Adjustment considers requests from property owners for variances from a variety of county laws and regulations.
The board hears appeals regarding the issuance, transfer, renewal, refusal, suspension, revocation, or cancellation of a county license or with respect to the effect of any county inspection.
The Historic Review Board makes recommendations and delineations for historic district boundaries, maintains a survey of historic properties, and reviews permits relative to historic properties.
The Planning Board is responsible for reviewing proposed changes to zoning, subdivision regulations, deed restrictions, and the Comprehensive Development Plan. The Board is also tasked with rendering a final decision on subdivision variances and appeals of Land Use Department interpretations of subdivision regulations.
The PMTAC shall advise the Department of Land Use with the application of the provisions of the adopted International Plumbing, Mechanical, Fuel Gas Code, Energy Conservation Code and associated Codes and Standards.
RPATAC is responsible for providing technical support and recommendations to the Land Use Department concerning the technical definition and criteria of any resource protection area; advising the Department when the RPATAC determines that performance standards should be amended; providing technical support and recommendations to the Board of Adjustment concerning any application made to that Board; and advising the Department when the RPATAC determines that this division, or any regulations promulgated pursuant to this division, should be amended.
A Design Review Advisory Committee (DRAC) is responsible for reviewing land development applications to ensure compliance with the community redevelopment plan and/or design guidelines manual and making recommendations to the county Department of Land Use. In addition, the committees review and make recommendations regarding revisions and updates to the community redevelopment plan and/or design guidelines manual based on community standards.
